SAN PABLO CITY, Laguna (PIA) — The Parole and Probation Administration (PPA) Calabarzon has launched the Therapeutic Community Ladderized Program (TCLP), an innovative initiative aimed at guiding probationers through a structured path of personal and social development as they reintegrate into society.
In a recent episode of Kapihan sa Bagong Pilipinas, PPA Calabarzon Regional Director Shirley Fernandez highlighted that the TCLP is tailored to address the specific needs of offenders, promoting behavioral change through a supportive, community-driven approach.
“This TCLP is a process where a probationer works towards good behavior and conduct with the support of the TC Family,” Fernandez said.
The program features a personal needs assessment to identify necessary skills and tools for personal growth and social reintegration. It includes various activities such as skills training, health and wellness seminars, family counseling, and community service projects like tree planting. Participants advance through multiple levels of the program, each focusing on different areas of development to ensure successful reintegration.
Fernandez expressed confidence in the program’s ability to aid offenders in their return to society and reaffirmed PPA’s commitment to providing opportunities for rehabilitation and new beginnings.
“We believe that everyone deserves a second chance, and we are dedicated to helping them make positive changes,” she stated.
She also emphasized the crucial role of family and community support in the rehabilitation process, noting that active involvement in community activities and organizations can greatly aid in personal transformation.
“We at PPA firmly believe that the community can significantly impact the rehabilitation process. Engaging offenders in community activities can greatly assist them in their journey towards positive change,” Fernandez added.
From January to June 2024, PPA IV-A reported conducting 3,160 TCLP sessions, achieving a 98.20% participation rate among probationers.
